Blaze Bot will send a message to a specified channel at 4:20pm ET every day

Description

As a user, I expect that this message is delivered ASAP once the time reaches 4:20pm, so that it's difficult to beat the BB's time.

As a product owner, I should be able to change the message sent, so that I can customize it to my server's liking.

As a product owner, I should be able to change the channel that the message is sent to, so that I can configure it to my server's needs.

Acceptance Criteria

• Sends the configured message at 4:20pm ET
• Environment variable to specify what channel the message should be sent to
• Config option to change the default message
• Delay of the message is <150ms 100% of the time
