Document development procedures and standards for the team

Description

As a product owner, I should have a well-documented and easy-to-read process for how to contribute to the project, so that I can on-board new contributors.

As a developer, I should have easy-to-follow procedures for producing code changes and getting them deployed, so that I can focus on the work I'm doing.
